Joe and Anna Frank have lived in Concrete most of their lives. They graduated from Concrete High School and have always been active members in their community. Joe’s family owned and operated the local grocery store for 72 years, and they enjoy giving back to the community that supported their family for so many years. They have two kids in the Concrete School District. Anna works as a secretary for Concrete High School and manages the concessions for CYSA. Joe works for the Bellingham Fire Department and the local ambulance service, Aero Skagit. He is also serving as President for CYSA, and managing the Football program.

VICE PRESIDENT & Basketball Program Manager: Violet League
Violet League was born and raised in the Skagit Community. She grew up in Marblemount and attended school in Concrete. The past 11 years Violet lived in Bellingham where she attended school, earned a Bachelors in Early Childhood Education and a Masters in English Language Learning and taught for a non-profit organization. Recently, she has accepted a new position with Concrete Elementary and has moved back to her beloved community. She has strong family values and loves spending her time with her family and friends. Violet understands the importance of youth sports and how the relationships gained provide a wonderful platform for future endeavors. Violet loves working with children and is eager to take over the youth basketball program and Vice President role for CYSA.

TREASURER: Jennifer Collins
Baseball Program Manager: Chris Collins
Chris and Jennifer Collins moved from Houston, TX to Concrete in 2016. They immediately fell in love with the small town life, and are insistent upon never returning to the big city. They homeschool their 4 children, run a small hobby farm at their home in Birdsview, and have always made sports and outdoor adventures a huge part of their daily lives. Jennifer directs a homeschooling partnership program in Mount Vernon, and serves as CYSA’s Treasurer. Chris is the Business Manager for the HFSinclair Refinery in Anacortes, and manages both the Baseball Program and all sponsorships for CYSA.
SECRETARY: Nichole Boober
Nichole is a devoted mother of three wonderful kids, Jaxxton, Emma & Jasmine. Nichole has called Skagit County home for most of her life. For the past 9 years, she has lived in the charming town of Concrete, where she enjoys the beauty and serenity of the outdoors. Professionally, Nichole serves as an Epic Analyst at Skagit Valley Hospital, where she brings dedication, insight, and a passion for improving patient care through technology. Her work supports critical healthcare systems, ensuring efficient, accurate, and user friendly electronic medical records for providers and patients alike. When she's not working, Nichole finds joy in reading and exploring the natural beauty of the Pacific Northwest.

Cheerleading Program Manager: Jennifer Maxwell
Jennifer and family moved to Marblemount in 2017 from Vancouver, WA, though she is originally from the small town of Gleed, WA. They wanted to get back to that small town living and when her husband got a job offer in the area they couldn't resist. Jennifer works at the Skagit Island Head Start located here in Concrete as the cook-aide/class-aide. She attends Skagit Valley Community College where she is working to get her AA in Early Childhood Education. Along with being the Peewee Cheer Coach for the past 4 years, she is also a part of the Booster Club, PTO, and loves to help the community where she can. Her husband, James, works as a welder fabricator at Dogwood Industries in Sedro Woolley. he helped with being a baseball coach a few years back and absolutely fell in love with the sport, and therefore plans to continue to coach yearly. Their three kids attend Concrete School District and participate in club sports every season. Jennifer says sports were a huge part of getting acclimated and building friendships in a small town where they knew no one. Through her education, Jennifer knows the impact one caring adult can have towards building resilience in children. Building resilience through sports, children can learn to take action to deal with challenges, problem solve, manage stress, learn to seek help when they need it, and have a sense of purpose. She feels being involved in programs that benefit and positively impact children is going to have greater success for all children to thrive in this community.

Sponsorship Manager: Sara Sandoval
Sara is excited to be apart of CYSA! She loves to be involved in her community, particularly in any way that supports youth development and well-being. Sara is wife to a US Navy Chief, and they have lived in California, New York and Washington. She has one daughter who attends Concrete Middle School and is a part of CYSA. Sara holds a Bachelor's of Mathematics and her teaching license. She currently substitute teaches for Concrete School District. She has recently become the assistant leader for the Girl Scout Troop in Concrete. Sara feels fortunate to be part of such a small but supportive community, and is honored to have the opportunity to Help Kids Play!

Volunteer Coordinator: Stephanie Morgareidge
I’ve lived and worked in Concrete for almost 19 years. I currently work for United General District 304 and oversee a Community Prevention & Wellness Initiative grant for Concrete. I co-coordinate the Concrete Resource Coalition (CRC) and Concrete Prevention Posse (CPP). Both groups focus on reducing and preventing teen substance use and promoting positive mental health. Sports programs like CYSA play a significant role in preventing youth substance use. I’m honored to serve as the volunteer coordinator. Like many others on the CYSA board, I wear many hats in the community. I’m a Girl Scout Troop Leader and the Varsity in Volunteerism (ViV) coach for Concrete High School. When I’m not working, I like to spend time with my family exploring the PNW in the mountains or on the lakes.
